About

St. Croix Tissue is a new, state-of-the art tissue paper manufacturing company in Baileyville, Maine. We are located next to and supplied pulp by our sister company, Woodland Pulp LLC (see sidebar), Washington County’s largest employer.

St. Croix Tissue produces a full range of products for the growing national and international tissue markets, including paper napkins, paper towels, bathroom tissue and facial tissue. The mill’s products are sold retail under the FIORA^® and Willow^® brands, found in your local stores. Our two automated tissue paper manufacturing machines have the capacity to produce over 120,000 tons of tissue a year.

Tissue paper production of jumbo rolls for TM1 began in March 2016 and for TM2 in July 2016. In addition to creating approximately 90 new direct jobs, St. Croix Tissue has helped to create many indirect jobs in the area. We are proud to have built a workforce that is 30 percent female and 60 percent coming from low income households, providing economic prospect for people in Washington County. The employees operate together as part of a high-performance work team, with opportunities for cross-training in every position from maintenance to machine operations.

GMP CERTIFICATION

The manufacturing facility at St. Croix Tissue is certified as meeting the requirements of Good Manufacturing Practice (GMP) as set forth by the Codex Alimentarius Commission, Recommended International Code of Practices for General Principles of Food Hygiene. This is a system for ensuring that products are consistently produced and controlled according to quality standards. GMP covers all aspects of production from the raw materials, premises, and equipment to the training and personal hygiene of staff. We not only expect our employees to abide by these practices, but our contractors and visitors as well. CONTINUOUS IMPROVEMENT

CORE REUSE PROGRAM Partnering with some of our larger customers, St. Croix Tissue receives return shipments of packaging cores for cleaning and reuse. In 2018, new core purchases were reduced by 29% due to the reuse of cores, reducing the environmental footprint for this commodity.

Our Sister Companies

Woodland Pulp, LLC and St. Croix Chipping, both located next to St. Croix Tissue along the St. Croix River, are also owned by the same parent company. Woodland Pulp is the largest employer in Washington County, with approximated 310 employees. Our site began operations as St. Croix Paper Co. in 1906. Today, the Woodland Pulp mill produces St. Croix Hardwood, a premium Northern ECF bleached Kraft pulp manufactured using hardwood chips from Maine and New Brunswick, Canada. This pulp is sold to paper makers all over the world and St. Croix Tissue consumes a portion of this pulp.

Our site has a strong history of environment stewardship. Over the years, we have reduced our environmental footprint and will continue to support responsible forestry management to ensure environmental sustainability for generations to come. Significant capital investments have been made in environmental controls for air, wastewater, and solid waste compliance, including $35 million to comply with the US EPA Cluster Rule. Woodland Pulp is almost entirely energy self-sufficient with roughly 80% of its power generation originating from renewable resources and operates highly developed air pollution control equipment.

St. Croix Chipping is a state-of-the-art chip mill controlled by modern day PLC controls. The mill chips 85 to 100 loads of tree length wood every day and operates 24 hrs x 7 days a week. The plant was built in 1997 by Fulghum Fibres. On August 1^st 2020, our parent company strategically purchased the plant to make it part of the overall operations footprint in Baileyville Maine.
